API 5L doesn't mandate LSAW specifically - pipe can also be produced seamless or via ERW/SSAW - but LSAW is the standard route for large-diameter, thick-wall transmission pipe because the straight longitudinal seam and plate-forming process deliver the dimensional consistency and pressure rating that high-spec transmission projects require.
